Public Works
The Village of Morton Grove Department of Public Works is comprised of 39 full-time personnel within four (4) divisions that are the backbone of Village engineering, operational, and maintenance services. The Department is comprised of four (4) Divisions (Engineering, Water & Sewer, Streets, and Vehicle Maintenance) and two (2) sections (Forestry & Facilities Maintenance).
Divisions/Sections
The Engineering Division proactively evaluates the Village’s infrastructure systems, identifies long-term maintenance needs, and develops annual programs and projects to maintain or expand infrastructure systems. Division personnel are responsible for the design, inspection, and administration of all construction projects within the Village’s rights-of-way, and other properties that include Village ownership and use rights. The Engineering Division also approves the development of private properties, specifically related to drainage, public utilities, and traffic safety. The geographical information system (GIS), which compiles, analyzes, and maps considerable amounts of Village operational data, is managed by the Division, ensuring accurate data is reflected for current and future development operations.
The Water & Sewer Division is responsible for the operation, maintenance, and repair of the Village-owned water distribution system. The two (2) primary functions of the water distribution system are operational water supply and fire suppression. The Division monitors the Village water supply, which includes two (2) water towers and three (3) underground reservoirs with a combined capacity of 8.5 million gallons, and approximately 91 miles of water mains. Division personnel regularly complete scheduled sampling of the Village water supply according to Illinois Environmental Protection Agency (IEPA) guidelines to ensure the highest quality of potable water. In addition, this Division is responsible for the maintenance and repair of the Village’s sanitary, storm, and combined sewer systems, ensuring sewer lines are free from damage and/or blockages. The Water & Sewer Division is available 24 hours a day, 7 days a week for emergency response to water or sewer-related emergencies.

The Division of Streets maintains approximately 82 miles of Village, State, and County roads, including approximately 11 miles of paved alleys. Maintenance operations include pavement repairs, pavement markings, street sign maintenance & repair, landscaping, and street sweeping. The Division of Streets oversees Village-wide leaf collection, snow removal, and ice control programs.
The Forestry Section within the Division of Streets maintains the approximately 11,000 trees on the public right-of-way throughout the Village. Maintenance operations include tree planting, tree trimming, tree removal, stump grinding, woodchip delivery, clearing of alley overgrowth, branch pick-up, storm clean-up, and response to resident service requests. Additional duties include parkway restoration, trash collection, street light maintenance, and installation of flags, banners, and decorations.
The Division of Vehicle Maintenance is responsible for the scheduling and performance of routine maintenance and repair to the entire municipal fleet. The fleet includes vehicles from the Department of Public Works, the Fire Department, the Police Department, and Village Administration. The Division of Vehicle Maintenance plays a key role in the delivery of Village services throughout all departments, ensuring all Village vehicles and equipment are available, reliable, and safe to operate.
The Facilities Maintenance Section monitors and maintains the condition of all Village municipal buildings and properties on a continual basis, ensuring efficient operation of infrastructure and equipment. The Facilities Maintenance Section oversees capital improvement projects from start to completion and creates comprehensive plans for future capital expenditures. Preventative maintenance contracts are established and maintained in order to best preserve Village-owned properties. The Public Works Safety Program, overseen by the Facilities Maintenance Section, ensures safe working environments for Public Works personnel as well as employee wellness.
Department Programs & Services
The Village has ownership and maintenance responsibility for sidewalk and curb located within public right-of-way. The Village has an annual program to maintain deteriorated sidewalk and curb and gutter that do not meet the Village’s standard. The Village receives many requests from residents and businesses to repair sidewalk and curb that may exceed the Village’s maintenance standards or at locations that is not the highest priority of the Village to repair. The Public Works Department allows residents and businesses to participate in the Village’s program to replace deteriorated sidewalk and curb maintained by the Village if they will share the cost and if the Public Works Director determines there is a public benefit from replacement. A description of this optional participation follows.
The Village may provide up to 50% of the cost of sidewalk and curb replacement only if the two following conditions are met:
(1) the Director of Public Works anticipates surplus funding will be available following prioritized repairs to other Village concrete facilities and
(2) the Director of Public Works determines there is a substantive benefit to the Village from completing the work.

Our Village recognizes the important connection between forests and stormwater runoff and thru our Forestry Department, opportunities are provided for residents to participate in The 50/50 Tree Planting Program.
If you are a Village resident or business with an outdoor sprinkler system or fire suppression system, your backflow prevention assembly must be tested and certified every year to ensure that it is functioning properly. Backflow prevention assemblies, also referred to as cross-connection control devices, prevent contaminated water from the sprinkler system from backflowing into the water supply. Inspection of backflow prevention assemblies is required by the Illinois Environmental Protection Agency (IEPA) and the Village of Morton Grove in accordance with Municipal Code 7-4-10: Cross Connection Control and Ordinance #95-7. The Village of Morton Grove has partnered with BSI Online to assist in administering the Backflow Prevention Inspection Program.
