Permitted Parking Areas

Noncommercial vehicles may park on a residential street on a residential driveway in the front or side yards, if the driveway leads to a carport, garage or approved parking pad, or in the residential rear yard on a Village approved parking pad.

Commercial vehicles in residential areas must be parked in an enclosed garage.

Additional Reminder

Passenger vehicles used as commercial vehicles may not be parked in a residential area.

The use of pickup trucks, SUVs, and vans as passenger vehicles has increased in popularity and the design of many of the newer models has incorporated elements that focus more on passenger use. These new elements include smaller overall size, longer cabs to accommodate more passengers and shorter beds.

In an effort to address the concerns of residents who utilize pickup trucks, SUVs, and vans as passenger vehicles, the Village Code was changed through Ordinance 04-35 to permit the parking of noncommercial vehicles on driveways and residential streets.

The revised ordinance (Ordinance 04-35) permits the parking of noncommercial pickup trucks, SUVs, and vans outside of a garage on residential lots, and on residential streets as long as they comply with the following specific regulations:

A. No person shall park or occupy any commercial or recreational vehicle on any street or public way in any area of the Village zoned for residential purposes, or used for residential purposes pursuant to a special use ordinance, between the hours of 10:00 pm and 7:00 am the next day.

B. Between the hours of 7:00 am and 10:00 pm there will be no standing or parking of any commercial or recreational vehicle on any street or public way in any area of the Village zoned for residential purposes, or used for residential purposes pursuant to a special use ordinance for a time period exceeding one hour except for vehicles making deliveries, pick-ups, or providing a public service which shall not stand or park in said residential area for a period longer than necessary to allow for the expeditious loading or unloading of such vehicle or the completion of a public service operation.

C. Except as provided in paragraph D, the term commercial and recreational vehicle shall mean commercial vehicles of every kind including, but not limited to, buses, trucks, commercial and house trailers, taxicabs other than at a designated taxicab stand, limousines, vehicles which are designed or able to carry more than ten (10) persons, recreational trailers of every kind, campers, vehicles designed or used for living quarters, vehicles designed or used for pulling or carrying freight or cargo, passenger vehicles which have been remodeled for use or used as any of the foregoing, and any vehicle which has one or more of the following attributes:

1. Double or triple rear wheels.
2. Signs, advertisements or business identifications.
3. Attached auxiliary equipment including, but not limited to plows, equipment racks or storage boxes or lockers.
4. Debris, construction materials or equipment/tools, landscaping materials or equipment whether in the open or covered by removable material or fabric.
5. Any license plates other than “B” or passenger license plates.

D. Light trucks, vehicles that are designed by the manufacturer to combine the attributes of cars or light trucks that allows for transformation to accommodate multi-purpose use and cargo and panel vans which have side and rear windows and seating behind the driver’s seat shall not be considered commercial vehicles unless the vehicle contains any one or more of those attributes.

5-9-9: MUNICIPAL PARKING ZONES

A. Definitions:

MUNICIPAL PARKING ZONE: An off street parking area owned or maintained by the village where permitted vehicles may be temporarily parked free of charge or for the payment of an established fee as determined by the village administrator and posted on the village’s website.

PARKING METER: A mechanical device located upon a public street, sidewalk, or at a designated METRA commuter parking area, or in a designated municipal parking zone which device records the payment of a fee or the deposit of currency, or the use of a fare card, for which parking privileges may be extended.

B. Use Of Parking Space: It shall be unlawful for any person to park within or otherwise use a municipal parking zone of the village of Morton Grove except pursuant to the provisions of this chapter.

C. Parking Fee Required: No person shall park or cause to park any vehicle in a METRA commuter parking area, or a municipal parking zone or upon a public street equipped with a parking meter without paying the established fee. Any vehicle parked in the municipal parking zone located at 8550 Lehigh without displaying a parking permit for said parking zone shall be considered an unlawful vehicle and, in addition to any other penalty, shall be subject to towing pursuant to chapter 7 of this title. D. Time Restriction:

1. No vehicle shall be parked in any municipal parking zone for more than twenty four (24) hours.
2. No vehicle shall be parked in any municipal parking zones between the hours of two o’clock (2:00) A.M. and five o’clock (5:00) A.M.
3. No vehicle shall be parked in any of the following municipal parking zones for more than three (3) hours:

4. Special permission for extended parking in municipal parking zones may be given by the chief of police or his designee. Any vehicle parked in violation of this section shall be considered an unlawful vehicle and shall be subject in addition to any other penalty to towing pursuant to chapter 7 of this title. E. Exemption: Parking shall be allowed in municipal parking zones without the requirement of a payment of a fee each year on the 4th Of July and on other days as designated from time to time by the village administrator.

F. Vehicles Permitted: Use of municipal parking zones shall be limited to passenger automobiles, and trucks with a passenger or “B” license plate, and in no event shall a commercial or freight carrying vehicle, trailer, or a vehicle exceeding eight feet (8′) in width or twenty feet (20′) in length including attachments thereto, be parked in a municipal parking zone.

G. Placements: Parking meters may be installed in a municipal parking zone as established and provided for by ordinance.

H. Tampering Prohibited: No person shall deface, injure, tamper with, open or wilfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this section.

No person shall deposit any slug, device or other substitute for a coin in any parking meter, or otherwise manipulate, operate, attempt to manipulate or operate in any manner whatsoever any such parking meter with the intent to park in a parking meter zone without paying therefor.
